Help with paint

I have windows version 6.0 paint
and I was wondering how do I make another picture see through on a back ground like the cat I pasted on a background I thought I used the buttons before that I circled in red but I forgot how to do it



The first step I did was to edit toolbar paste from destop and I pasted back ground then I did the same for the cat but IDK how to get the cat see through to see the background?

I think you have to press

Then do it around the kitty background

I tried that too but I think you have to do some steps in a certain order to get it to be clear?

I could make your pictures clear instead
